This one-day meeting is organized under the auspices of the France-Stanford Center for Interdisciplinary Studies, the ReteQuarkonii Network and the GDR PH-QCD. It will be dedicated to the presentation and discussion of two projects of fixed-target experiments at CERN :
The first project addresses the question of the physics impact and feasibility of a fixed target experiment on the LHC beam, where a small fraction of the beam (of the order of a few per cent) would be extracted. With a 7(2.75) TeV proton (Pb) beam, the center-of-mass energy would reach 115(72) GeV.  Such a setup would give access to the very high (small) xB region in the target (projectile). It would give the possibility to study rare processes, novel spin-correlations, high-xF dynamics, diffractive physics, nPDFs and nuclear phenomena such as shadowing and absorption, as well as novel spectroscopy of hadrons carrying multiple heavy quarks with high precision. In addition, Pb+Pb runs at sqrt(s)~72 GeV would give access to the QGP physics at an intermediate energy between SPS and RHIC energies.
The second project addresses more specifically the question of the characterization of the QGP with quarkonia. The main goal of the project is to give access to the chi(c) production in Pb+Pb collisions at SPS energies. This measurement has never been done before and is currently barely or even not accessible at any existing detector, even at higher energies. An other goal of this project is to measure quarkonium production (psi, psi', chi(c), ... and bottomonium resonances) in p+A collisions with high precision in order to constrain Cold Nuclear Matter (CNM) effects. The aim is then to make a precise extraction of the quarkonium suppression due to QGP.
Experimentally, such an ambitious program must be based on recent detector technologies such as ultra-granular W-Si calorimetry to detect low energy photons in a high multiplicity environment. The realization of the experiment at SPS would serve as a prototype for the larger detector envisioned for the fixed target LHC experiment .
