Abstract: By separating nu_tau to tau conversion from tau-shower generation, the Earth-skimming nu_tau method allows for huge target mass and detection volume simultaneously. An attempt by NuTel a decade ago was limited by acceptance and did not reach observation stage, but Ashra-1 succeeded in demonstrating the feasibility of the method. The planned Ashra NTA observatory will have three site stations watching the air mass surrounded by Mauna Loa, Mauna Kea, and Hualalai on Hawaii Island, plus a site station at the center watching the night sky. Sensitivities equivalent to > 100 km^3 water and pointing accuracy of < 0.2 deg can be achieved with Cherenkov-fluorescence stereoscopic observation for PeV-EeV neutrinos that is almost background-free. With design based on experience from Ashra-1, and the goal of clear discovery and identification of astronomical nu_tau sources, a new international collaboration is beginning to form, calling out for more collaborators. A workshop will be held January 2013 in Kashiwa, Tokyo.
