 paign)\n\nJets probe the quark–gluon plasma at its earliest\, most far-f
 rom-equilibrium stages\, when the medium is strongly flowing and highly an
 isotropic. Medium-induced broadening is typically encoded in a single scal
 ar transport coefficient\, the jet quenching parameter $\\hat{q}$\, define
 d in the medium's local rest frame. This scalar description is tied to a s
 pecific rest frame and a single "transverse" plane\, missing the rich dire
 ctional structure and flow-induced anisotropies that appear in broadening 
 in realistic\, expanding QCD matter. We formulate out-of-equilibrium jet m
 omentum broadening in QCD effective kinetic theory through a moment expans
 ion of the medium distribution function\, a method traditionally used to d
 erive relativistic viscous hydrodynamics from kinetic theory. We explicitl
 y compute the leading near-equilibrium contribution to the spatial jet bro
 adening tensor $q^{ij}$ within the 14-moment approximation\, and show that
  it is controlled by the medium shear-stress tensor. This provides a direc
 t map from QCD effective kinetic theory to event-by-event viscous hydrodyn
 amic simulations\, converting local shear-stress fields into anisotropic c
 orrections to jet broadening in heavy-ion collisions.\n\nhttps://indico.in
