We discuss the origin of the highest energy particles in the Universe and the experimental limits on some of the models. Then we describe the formation of the observed cosmic ray spectrum in propagation from the sources to us and the fluxes of secondary gamma-rays and neutrinos created in cosmic ray interactions in photon fields.
